how to fill a gap between wall and ceiling

i would add timber to the joist and bring the celing down, then fix plasterboard.

what you could do is fix a stud all the way round the room on the walls lower than the pipes and put joist in between then fix the plaster board to that
any thing that is really low on its own can be boxed in.
Those are good ideas, thanks Joey. If anyone else can think of any other options, that would be greatly appreciated.

I'd box it in. You'd have to build a frame around it without touching the pipes and keeping the same or close to the same isolation connection you have with anything else touching the ceiling. If you do not want a large area of your ceiling section to be dropped, then it's time to evaluate whether you can re-route the plumbing. This can get expensive in man hours. An easy fix I am doing to a trap from an above bathroom is rerouting the line to the main drain line. I'm turning that trap so that it goes toward the camera angle within the floor joist to the edge of the room. It will turn 90° along the basement wall and join with the main outside the room. Within that same room, I have the main forced hotwater heat line and hot/cold lines for the bathroom riding perpendicular to the floor joists. I do not want to do plumbing work in this room to that extent, so having a section of the ceiling or what could be called a "chase" to box in the plumbing is acceptable. Important - well, this would be important to me: you've got ball valves and releif valves for your heating system there. If things go wrong and work needs to be done on a different section there, you're going to want access to those spots. You really should provide access to this area. Unless you'd be interested to see a plumber become aroused at the prospect of this work in terms of the money they could charge you... Hope this makes sense.
