Aloha and welcome to the Studio Design Forum,
Glad to see you made it!
I'll start on a few ideas and post when they're ready,
Be back in a few,

Reckon you could draw out the floor layout?
Especially the stairs and platform if existing!
14'X22'...is that 14 feet spanned wall to wall?
edit:
(alright...that was an insane question of me:) What I mean is "is that 14 feet spanned wall to wall or is there a beam that breaks it up...in either direction?
You say you already have a basement studio...with no sound proofing:)
I just have a very natural very annoying inquisitiveness about floors and doors, walls and stuff.
Don't even get me started on a chimney chase!;)
Aloha,
While we're working on the design:
Wise decision...noble task. In addition to treating your room acoustically, one of the main concepts to get a handle on is going to be the Mass-Air-Mass principle to address your isolation requirements. The second issue to consider may be any flanking paths - (The path that sound takes around, instead of through, a partition. Flanking paths include floors underneath walls, ceilings, pipes, air ducts, doors and electrical conduits.) Here are a few recommended readings and references: http://www.johnlsayers.com/phpBB2/viewtopic.php?t=2921 http://www.johnlsayers.com/phpBB2/viewtopic.php?t=2125 http://www.johnlsayers.com/phpBB2/viewtopic.php?t=1168 Happy reading! :D Aloha 8)My goal is to get it quiet enough to be able to record live drums, guitar, bass the works as well as rehearse late into the night, say midnight without waking my 2 year old son.
Aloha,
Also, as Brien pointed out, are there any beams and support posts that we need to be aware of, and if so, where are they?

Aloha,
In Rod Gervais’ book “Build it Like the Pros,” http://www.johnlsayers.com/phpBB2/viewtopic.php?t=5670 he points out both L.W.Sepmeyer’s & M.M. Louden’s formulas most widely used in professional studios worldwide. He also notes that the orders listed are (top to bottom) the first to third best ratios in both cases.
L.W. Sepmeyer
Height Width Length
1.00 1.14 1.39
1.00 1.28 1.54
1.00 1.60 2.33
M.M. Louden
Height Width Length
1.00 1.40 1.90 7’ x 9’8” x 13’3”
1.00 1.30 1.90
1.00 1.50 2.10
Perhaps something like this?

Aloha,
Thanks for the floor layout!
Here's the first idea superimposed over your floor layout.

Essentially, you have three walls with earth behind it and approx. 16" from the ceiling down does not have earth behind it.
Does the basement ceiling have the plaster and tile you referred to on it as well? I only assume plaster as I have not yet figured out
yet:) I believe you are also right about the building of the back wall as it currently has block and earth to compete with in the pursuit of isolation.all walls are 2 layers of sheet rock(the type that is actually rocky, if you know what i mean.
