First Time Post...Total Noob....Garage Drum Room

Hey Guys! Cool forum, first post, please be gentle! Ok so I live in a house with a separated garage. Now the plan was that that would become my drum room. However, it's far too loud not to annoy my neighboursl so my plan is to build a small room inside the garage strictly for my kit. I've made a very rough sketchup drawing of what I have to work with and dimensions. I have a friend who's been doing construction of all sorts for years who's willing to do all the labor for free as I've helped him out many a time in the past. I guess my question is, what would be the most cost efficient way to reasonably reduce the volume to the point of where I can play my drums and not piss off my neighbours. And also any links to specific materials and stuff you think I would need would be appreciated. My big concerns right now are basically 3 things. The Door, ventilation, and the actual soundproofing material. Now I have no idea what something like this would realistically cost, but let's say I had 1000-2000 dollars to spend...is that in any way doable? Thanks in abvance guys. PS. All dimensions are in the sketch. ****EDIT**** Here's some additional Info after reading the Rules of posting! My goal is to be able to play my drums and not worry about the cops being called. I'm not talking total isolation, but at least a significant reduction in volume. My neighbours are all relatively close (closest is less then 30 feet). It's a standard neighbourhood in the San Fernando Valley. Small, paper thin houses! The space I have to work with is a 10X10X10 area in the far end of my garage. I don't need all that space, as I play a 4 piece kit that takes up roughly a 7.5x7.5 square. I figured as my drawing shows that a room that's 8x9X8 would give me enough space, plus enough clearance for...you know..the walls. The sonic quality isn't super important. I am an audio engineer by trade, so I have a completely separate studio I actually record in, however, it would be nice to run some mic lines just in case I needed to track guitars or something in a pinch. A window is not important either...as I don't need an audience when I'm jamming! Hope this all helps, anything else I can answer please just ask.
