I would like to build my studio floor with a layer of -hardwood finish flooring- over a layer of 1/2" plywood -over a layer of 3/4" plywood.- Underneath this I was thinking of putting down a layer of something like this Enkasonic.

It's very expensive, even for my small studio so I would like to find a low-cost alternative if possible. Would it be neoprene? If so, where is a good place to find rolls of neoprene and what thickness should I use?

Go and see if you can find some Yoga mats - simple neoprene foam mats - they make them for car trunks, for childrens playgrounds, non slip mats for swimming pools etc.
here's how we used them to line the floor of a container studio.

Excellent: I live in Southern California where you can't go 20 feet without tripping over a yoga mat (or a yogini, for that matter.) :D

I'm sure you've already found your neoprene but for future reference there is a place in Burbank, CA called FoamMart.

I've bought several things from them for different projects and they have all types in bulk in huge rolls, in several thickness options.
Hope this helps someone.
