is this supposed to look like a sheet of fluffy cotton liked material?

is there anything else i can wrap the fiberglass insulation in before i put it on the wood frame and cover it?

Not much info about your goals/room, but yes; you can wrap with plastic garbage bags (or equivalent thickness of plastic, 1/2 mil or so) - this will only affect highs, which will be maybe a couple dB LESS absorbed.

IF your room could stand to stay a bit brighter acoustically, it's a perfect match... Steve
