Wall bearing felt

How thick should my walls be, should I float my floors (and if so, how), why is two leaf mass-air-mass design important, etc.

Anyone ever hear fo "Wall bearing felt" for putting under the floor plate of a wall?

Probably some kind of sill sealer would be my guess. I don't think it'd do much for sound isolation.
