Yup! No doubt about it: the folks in the background are wearing traditional Chilean "huaso" costume, ready to dance a pie de cueca!.

Whenever you see something too cool to be true like that, it just has to be Chilean! (Rumor has it that even the moon is owned by a Chilean....).
