It gets used a lot with no protection other than the cloth in front of it, but that's not a good idea from newer info - however, as long as you don't expose the plastic encapsulated 703 to being struck with a claw hammer, etc, the fibers will stay contained in the plastic.

For surface mounted batts, a heavy cloth cover over the plastic over the 703 will both help protect the plastic from tearing, AND absorb some of the highs that would be reflected by the plastic.

I'm not going to give you a written, money-back guarantee that you'll have no problems - all I can say is that hundreds or thousands of studios are in use with no plastic whatever - there's no way of knowing how much (if any) health problems have been caused, but the plastic will drastically reduce the risks...
