I just bought a house in the Boston MA suburbs with a massive brand new detached double garage. I need a design and a plan in order to rezone and get a building permit so here I am !!!! Ive read up over the past few weeks and I am going to build room in room - no floating floors -- adding mass in between the exterior studs--double wall -- green glue --etc etc .
Details
The garage is in my backyard nearest neighbors house is 15' away.
The garage measures interior 29' x 18' x 16' ( L x W X H )
Concrete Slab -6" thick --I think it has rebar as the metal detector went nuts when I had it inspected
Exterior is vinyl siding ----> plywood ----2 x 4 studs 16" on center
Interior has exposed insulation in between studs - drywall on ceiling only ( 1 layer) screwed into rafter joists.
Has a automatic garage door opener...
It has electricity and a circuit breaker in the garage. Plug outlets on all walls. No HVAC ..
I will record rock pop bands using AC30 's - Twins - SVT --occasional Marshall-- Drumset --Vocals --Lots of acoustic instruments --mando- banjo --fiddle--percussion
My budget is 10K US
Goals (in order importance )
I want the best sounding rooms possible for my budget
Sound level measured below 35db from outside 10 ft away.
Room A --larger mixed use --live room - pool table --bar. Isolated.
Room B --drum room.. Isolated ..
Room C --- Control Room Isolated with window - small is OK
Room D ----Toilet --smaller the better.
That's it for now -- anyone in the US have any experience with zoning and building inspectors??? I need to rezone for Home Occupancy. I am assuming ill have better luck with a nice plan and design so any help would be appreciated..I will will pay for your time and effort.

On your budget - if you're north of town, you may consider buying in bulk and hauling it down from NH. No tax would save you 5% atleast, but if you're buying framing lumber, keep it tied up or clamped until you frame so you don't wind up with hockey sticks for 2x4's...
On Building Inspections -
Inspectors will appreciate plans that clearly state what you're doing on paper. They'll want to approve your work at stages of construction. They'll likely have a square foot evaluation fee where approving your work to wrap up/go to the next stage. For example, they'll want to see the electric and fire block work before you put your sheets up to cover things...
Your Zoning question may be termed wrong here - are you saying you'd like your property "zoned" for commercial use? Say, like your neighbor openning up a residential service such as a beauty salon or tax service. This would mean you're trying to make sure you can commercially accept clients. If so, then you're inspection just got tougher with liability crap. (sharward pontificates on this one frequently... search his posts)
If zoning simply means how your garage is classified - changing from a garage to a dwelling room(s), then I think it is all taken care of with your building inspection - you'll get a certificate of occupancy upon completion of their inspection when you're done. There are also distinctions for whether or not someone can "live" and "sleep" in this room vs it being a rec room - this is the case in our state atleast.
