new construction ,design phase, 50,000.00 budget 40x30 space

this is my design for a 40X30 x16 building.. it is a new construction project.. i am going to start bulding a metal building the beginning of january.. my budget for the building is 27,000.00 and to remodel the inside is 20,000.00 i really like this design. i want to make the vocal booth a little bigger..it has a nice size lounge 10x40 with a kitchen and a bathroom.. my mains concerns for the studio is a large control room and a large live room.. i need to know what type of flooring is recomended real wood, laminated wood, stained concrete and so on.... also i need ideas on the walls and celing what materials do i need to use? how should i install the heating and air? is it possiable to be quiet enough to have on during tracking? has anyone had any luck with this? also i have neighbors who live on both sides of me the houses are about 15 feet apart. so sound levels are a issue... i don't think i need to sound proof the building. (i have the studio now inside my house with the windows boarded up and have not had one complaint of the drums being loud..) but i want to respect them and isolate the sound as much as possible and as much as i can afford. the outside wall of the metal building will be insulated with 3 inch insulation. i think having a 6 inch interior wall will do the job. thanks to all Rob

looks like a nice layout but i'd recommend doing a thorough test on the existing isolation and any structure borne sound paths (flanking) to ensure you can actually get the isolation you need (it might not be optional or up to you) in accordance with your neighbors and legal limits. you don't want to spend your money building something that doesn't meet the isolation requirements and have to either close shop or start over.
