Building Another Studio in my 3 Story Building

Hey folks! I'm building a new studio in my 3 story building on the second floor... I already have a tracking room and small control room in the basement which came out quite nice (built about two years ago)... But, I'm not doing a lot of tracking and I grow tired of being in the basement (both psychologically and physically due to mold and other basement bacteria, etc). So the plan is to make a new control room on the second floor for my personal use. Now, I do a lot of modern pop & R&B music which has a good amount of low end content and I'm currently using a fairly large subwoofer system (1 x 15" sub with 3000 watts). So, there is two things I am trying to accomplish with the isolation for this room. 1. Reduce impact noise that transmits from the third floor to the second. 2. Reduce bass from traveling from the second floor through the ceiling and into the third floor apartment. The room is about 13' x 15'. It has two very large windows, hardwood floors, and walls/ ceiling made out of horse hair plaster. I'm wondering if it's worth floating the room to isolate it from the third floor. I don't care about transmission going into the first floor. My main concern is really only with the third floor. I did not do a floating room in the basement studios and they came out pretty good as far as transmission to the first floor. But, I'm looking for a better ceiling build for this control room and would love if I didn't have to tear the ceiling apart (probably unrealistic, though). Thoughts, ideas and suggestions are welcome. At present I am planning on not floating the floor and just upgrading the walls and ceiling. But, I have been tossing around the idea of building a new floor over the existing floor. And then building new walls and ceiling over the new floor.... Decisions, decisions.... This is always my favorite part of building a new studio. ;)
I should probably also add that I have some ceiling height to spare.. I have about 10 foot ceilings, but I would like to keep some for the cloud over the mix position..

Thanks for responding guys... I'm not the Bobby Womack of Across 110th Street fame... he's just one of my favorite artist's... I'm actually a working producer and engineer and am putting together a new mixing room for myself (I don't really track anything anymore)... I will be installing a small SSL console and all my outboard gear, etc. I'll take some pictures this weekend and post them for everyone to see. Here's some bits of info... The building is all wood construction and it's about 100 years old. Therefor, I'm trying to keep the weight of the construction materials as little as possible... It's pretty sound structurally, though. I had an engineer come and evaluate it and he said "you [i]should[/i] be fine for what you're doing"... I don't need perfect isolation, but I need an improvement in those areas I listed before. I realize that being on the second floor is a difficult spot. But, I'm just trying to do the best I can within the limits I have. I already have a source for Roxul AFB which worked fabulously for me in my previous studio. So, I will be using that for insulation and bass traps/ absorption panels... I've already got my plan for the acoustics.. I just need to get the shell around it right. ;) I'm just trying to put something decent together quickly. I know that the bass is tough to control...
