A music room in house to be . Advice?

Hi I'm Julio and I live in Tenerife (Canary Islands) Spain. This is my first post Very impressed with the site. I'm sure you guys can lead me in the right direction in order to not commit too many mistakes on the job at hand. Have recently put down a deposit on a terraced house up in the moantain. My partner Silvia and I are very excited with the project. We bought off plans and there is aprox 18 months till completion. It has 4 levels including the garage and the sun roof. Garage is below ground level. The garage is pretty big ( for our standards) so I want to seal off an area and create a music room. Basically a room where you can jam with a band, record loud guitars or just play some party music without disturbing the neighbours (which are on both sides). On top there would be my ground floor. I'm attaching some plans , to shed more light. This is how it is:

... and this is the area I want to block off: ( Sorry for fliping it around...) The separation with my neighbours garages are 2 x 9cm blocks, with some kind of insulation in between . My idea is to get the current builder to build the partition wall, and then maybe take on the tasks with some friends to get the interior done while the rest of the house is getting done. Would the "rock stuff" ( cant remember the name right now . lana de roca here I think) on the walls covered with some of these ensamble yourself wood strips on top do the job? I would really appreciate your help. I'm willing to invest in it but dont need to go mad on it if you know what I mean... :) Peace Julio Not sure what else to tell ya... There is also a window that could be an issue .
errrr.... please? :? A couple of links in the right direction would be appreciated. There is so much info here, that I dont know where to start. Thanks again Julio

de lana roca = rockwool sandwich panels This is a link to a lot of items to help you get more focused on what it is you can do in your space. REFERENCE AREA - Useful threads/links Hope that helps ya,
the squareness of the space will be a potential problem, but more importantly, it would help to have all the details: how this garage is constructed? how close are the neighbors? budget? actually all the questions in the "read me before posting" stickie will help us greatly.
