Objective:
To minimize the amount of noise escaping the room (neighbours 6 feet away on both sides but not attached to unit) while maximizing sound quality for recording in the same process (if possible).
Sorry if this seems like an open-ended question. Basically, we've looked into acoustic foam and are unsure about foam placement and/or whether it would be the right solution to our problem or not. Are there any other solutions regarding soundproofing specifically. We're more concerned with keeping down the noise level to avoid problems with the neighbours.
We would also like to avoid sound travelling upstairs or downstairs as best as possible.
We're both students on a tight budget looking more for a DIY solution than a professional set-up. Several hundred dollars maximum.

realistically? small amps (15w max) and electronic drums. keep the volume down. the type of equipment you're describing will not be isolated from people 6' away without significant investment.
