I want to put my sole plates as close to the edge of my concrete slab as possible for maximum room width.
However, the edges are not perfectly even. The edge slopes down a little. Maybe 1/4 to 1/2".
Can I use two sole plates with shims in between to level them out? As in: one pressure treated attached to slab with anchor bolts, then one on top of that with shims in between to level out?
I just don't want any problems with the framing.

I'd suggest either leveling cement or similar if the droop is only at the walls as your drawing suggests. If you are talking a change in elevation over a distance of several feet, you can simply frame both ends with the one end higher than the other by whatever amount, and then custom cut your studs along the lenth of the wall. With only a 1/4 or 1/2", I'd recommend the leveling cement or Levelastic (Home Depot flooring dept.)
In my studio build I have a wall that slopes 2" over 14' so I have custom cut my studs along the way with a slight angle on the top end so the studs meet right on.
