Can the soundproof Roxul insulation take the place of the insulation already in place? For instance could we take out the current insulation in our basement and replace it with Roxul?

you might want to review the "read me" stickie and provide location, etc... in theory you could replace regular insulation with roxul but for what purpose? if you have spare money, then probably, if its to change isolation, then no, roxul is not going to add isolation. read more on this site...
