Hi.
My band might be moving into a concrete protection room shared with another band. What we are thinking is if we could basically build two rehearsal rooms and one control room. But the real question is, since the city owns this place we can't tare down the concrete walls, is there a way to build around the existing walls?
Something like this (with better adjustments of the walls, like non-paralell) ;)
Protection Room
Concrete walls.

You're proposing triple leaf in most areas.
Is the small square room at the bottom an entrance point? If so, you should make that a sound lock and use the existing concrete walls in that area. That would eliminate your third leaf.
Increase the air gap and that should work well.

Third leaf is Wall-air-concrete-air-Wall right?
that bottom middle thing is the entrance yes, and I though I made it a sound lock. :S but I blame that on the white wine in my veins lol.
You got it.
Basically, if you structure things so that all you see in the entrance area is concrete and doors, and all you see in the other rooms is your new wall and doors, you should be OK. (That's an extremely oversimplified way of explaining it though.)

but it was perfectly clear :D
