Greetings. Please let me introducte my myself "Hi!" and let me say that this is a great site.
I am planning on building a studio on the 2nd floor of an office building located in a business park. I plan to have a Control Room for clients and editing, an isolation room, a storage room, and a production studio for video production. I will not be recording drums or any musicians for that matter. I need the space to record voice over and narrations for videos and audio training and promotions.
All of the ceilings are 10 ft high and have standard office ceiling grid with tiles. I cannot change this. I plan to place 703 above the ceiling tiles. There is an elevator shaft and stairs made of steel with block walls next to my space. The elevator is hydraulic that works on a rail system. The mechanical pump room is underneath the isolation room but does not use a plunger to move it. I am told that this will not produce as much noise. I plan to use smaller round lights for general-purpose lighting instead of the standard 2x4 lighting for better sound control. I will have a lighting grid in the ceiling of the video studio.
In the audio studio, I plan to have 2 dual glass windows (1 for client observation and 1 so I can see the talent). The interior walls are movable incase I need a little more space or need to change an angle. I plan build a double wall with 703 and an air gap for the Control room and Isolation Room. I would like be able to mixer surround sound in the future.
In the video studio, I plan to build an interior wall with an air gap of 8-12 inches from the outer wall.
I also plan to build traps of varies depth and place them through the both the audio and video room.
So, in a nutshell, I plan to build a few walls with 703 and air gaps. I plan to angle a few of the walls. Place 703 in the ceiling grid. Place traps throughout the rooms.
My budget is roughly $15-20,000. Am I moving in the right direction?
Should I spend my resources wrapping air ducts in the ceiling, which I cannot move?
Should I bring in a professional? Thank you.

I changed the control room a bit by shifting the interior walls around to make it more symetrical. If I can get away with using traps around the video studio insted of building an interior wall that would free up much of my financial resources. What I am afraid of is building a building a room and spending a huge amount of money to get an STC 60 rating and not being able to improve the ceiling beyond STC 48. If Rod Gervais reads this, I love your "Home Recording Studio" book.
