Hypothetical Studio For School Project

I've been in this school for music recording, Recording Arts Canada, in Toronto, Ontario, Canada since September of last year, its a 9 month program. We've been given an assignment, and like all things, I've left it to the last minute and its due on Friday.. Just looking for some quite ideas or tips or whatever you can give me, because of my limited time left. Ok, here we go. Budget: $25000. Project: To create a studio floor and control room of a studio given 2 rooms made completely of solid concrete. Thickness is not given so it's variable within reason. (no 6 foot thick walls) The 2 rooms don't have a defined connection so that's variable as well. Location is anywhere. The rooms: Studio Floor: 40 feet long x 20 feet wide x 15 feet high Control Room: 20 feet long x 15 feet wide x 9 feet high My ideas thus far: Put a drywall wall up inside both of the rooms, put in 2 isobooths/vocalbooths, put a floating ceiling on the studio floor, acoustically treat everything, put the glass between the 2 rooms, and put approx $10000 into gear or as much as is left over but no less than $5000. I have tried to find building material costs but haven't done very good looking online. I plan on making the isobooths out of concrete block but don't have a clue what to line them with on the inside, hopefully something that doesn't look ugly, like concrete blocks. I'm willing to take away the isobooths but only if it's necessary for the cost of creating an acoustically ideal control room/studio floor. Labour costs don't need to be considered for this project and things like HVAC aren't really necessary to be factored into this budget. Any ideas or flaws in my plan would be appreciated, here's a diagram.
