I am building a from scratch a structure which will be 13 by 17 feet with a pretty high vaulted ceiling. My needs probably in order are as follows:
1) a completely soundproofed space in which to self-play and as a rehearsal space for blues/rock band...prone to overloud.
2) have a pro-tools LE set-up with which to master the basics of screw-around recording.
3)create a "quality space" with which to attract local music pro's and glam onto their talent to self-improve.
My question is really oriented toward the one room/two room issue? Is it truly possible with create a reasonable recording without a control room? WOuld I be better off with a kicl-ass one room set-up and work with temp aurolex walls for basic shielding? thoughts?

Just shooting from the hip. If this is a space to attract local music pros I would probably guess right off the bat that your space is a bit too small for musicians and engineers/producer. Since your headline was "If money were no object." Why not design something with a control room and perhaps a couple of isolation booths to go along with your first space you mentioned.
Really think about what you want, who you really want to atrract, is it a hobby or a business, etc. Basically write up a business plan for yourself and it will help guide you in your quest for building your studio.
But hey, I am a guy who records upstairs in our condo and have drums stuffed in the hallway between the control room/my office and the bathroom. Makes for those bathroom breaks a real bear after a couple of beers :o
