I know this subject too - has been discussed at end, but some quick recommendations would be great.
Going to be installing a ceiling in my home basement for control room and live room. Specs:
I'm on a somewhat limited budget and fully understand there will be some compromise with a limited budget. So I'm trying to do the best job I possibly can given the funds I have.
Control Room: 16x12
Live Room: 11x13
Walls: double wall - 3.5" metal studs with double rock on either side (differnent thickness)
Ceiling height: 7'-10" to bottom of engineered lumber joists (16" o.c.)
Here's what I plan to do:
Install R.C. directly to the joists
Double layers of rock
Mineral wool insulation
Caulked seems (where ceiling meets wall)
1. Is this the "correct" way - or am I in the wrong direction?
2. What makes for really "soundproof" construction?
Any help would be greatly appreciated.

Yeah, that's pretty much it. Then depending on your height, use 703 w/ cloth for acoustics.
You have the right idea; as to your questions, this might help as to the basic concepts -
