I've have filled my ceiling jostes with 10 inch fluffy fiber glass in my basement control room I am working on. The figerglass has a paper backing. I also plan on puting up some .7mil pastic to keep particals in place. Am I better off with out the paper backing? The room has a pergo floor and is is 12x16 and 7.5 feet tall including the joists. Any help would be fantastic. I want to make the right choice before puting up the musiln.

Paper backing has two main uses; one is as a variable vapor barrier; since both your areas are (presumably) occupied, there probably isn't a lot of temperature difference between them so the vapor barrier is unnecessary. The other use of the paper is to have something to staple to framing to keep the insulation from falling down; if you're putting cloth over, as well as light plastic for particle control, this is also unnecessary. So from that standpoint, no paper is necessary.
If you can only get paper backed insulation, you should put the paper side toward the upper floor or else tear it off before installing; if you put the paper toward your room, it will reflect too many highs and may also trap moisture in the ceiling, if your two areas are NOT close to the same temperature.
The light plastic can also have this detrimental result; usually it won't be a problem when both areas are heated though. The light gauge plastic will keep your sound a bit brighter while helping contain insulation fibers, and if you cover the plastic with cloth you'll return some of the HF absorption the plastic removes... Thanks Knightfly for the information. I'm heading down to the basement right now and take the paper backing off, it seems to peal off quite easy. :D
