I must be blind, I don't see any thing on building racks on the SAE site. Do you have a direct link?
The site uses frames, so it won't lead you directly to it.
Hit the 'Fitting Out/Electrics' on the left, then the 'Fittings' tab at the top.
They're not measured building schematics, but they give a good idea of what to do...
FWIW, standard rack gear screw holes are 18" on center. So, 19" across the face of the rack, 20" or so (depending on how stout you make it) for the full width of the rack.

Browes around, you can either purchase all 3 plans for like 10 bucks or there is a free one. Even step by step building instructions. I bought all three plans and I am very pleased. The plans are very detailed and well designed.
