wood/laminate floor or carpet for STC/IIC on 2nd floor

I have a ground floor practice studio that has plastered gypsum board ceiling with basic loft type insulation in the wood frame and above is a concrete ceiling approx 10" thick. Above I have another room which so far just has this bare concrete floor. Currently lots of noise travels through to the room above. My bigger concern is the amount of noise that will travel back down. Impact noise particularly. Unfortunately I dont have the ceiling height to be able to float the floor or any kind of solution like that. I was going to use a 12mm laminate floor above a 4mm underlay which states it has 'Impact Sound Reduction: 25dB'. I dont need silence between the two rooms just significant reduction of sound as its for practice purposes only. The question is, in this type of circumstance, would a carpet be better? I know from an acoustic point of view in the room itself it wouldn't be. But purely for the reduction of impact sound and sound transmission is carpet a better way to go? I can get 11mm carpet underlay that lists 'Impact Sound Reduction: 44dB' Thanks!
