Building studio in garage

I'm no expert and I'm sure one of the guys will comment for you but it looks like your existing studs are fixed or touching the outer wall? if so in my limited experience you will need to either a) fill with insulation then build another stud at least 1" or more further in from the existing stud so it doesn't touch the existing stud, or b) take the existing stud off and re build it at least 1" of the outer wall so it doesn't touch the outer skin at any point, but please wait for one of the moderator's to answer for you as my knowledge is only gained from my build and reading the other builds on the forum, you will probably need to give a bit more information to what your hoping to end up with also.
Well unfortunately you don't give us a clue as to what your goal is or requirements are. Checked you have another post in which you say you already have a studio in your basement and want to build a vocal booth.

What kind of concrete, how thick floor, all walls and ceiling?
...it had steel beams up top...
What happened to them and what's up there now? Your budget, realistically, would be fine to turn the space into a good hobbyroom.
