I am making a studio in my garage bit have a low budget. What are the best cost efficient tools for ensuring the studio sounds right.
This is not a recording studio but instead a purely production one.

I'm not sure I understand the difference! I don't recall ever seeing a production studio that wasn't a recording studio! :) Nor a recording studio that wasn't there in order to produce something. Can you explain what you mean? Also, there is an announcement at the top of the forum about what to do to assure getting as many responses as possible. The announcement leads to this post (click here). Actually, several people, who are experts on this forum, will most likely not reply if you don't do what is written in that post. Many others who are very helpful, will most likely not reply out of respect for the moderators' wishes. In other words, please explain in detail what it is that you are trying to accomplish. Nobody here can help you if you don't do that. It's like you saying "I need cheap transportation, what do you recommend?" It all depends on where you are going: Across the street? Walk. A few blocks? Ride a bike. Across town? Take the bus. Across the nation? Fly. To the moon? You'll need a rocket.
