Neoprene costs quite a lot where I am,can anything be used as a substitute?

You're the best man,thanks.Agglomerated foam is much cheaper here. The foam factory has some foam with the egg crate finish,kinda resembles some acoustic foam I've seen online.Is there any good use for that. I'm getting a 4'x8' sheet for about $7 USD
you're looking for some fairly heavy, dense foam more like carpet padding. for decoupling structures you will need it heavy enough to only compress about 15-25% with the entire wall/ceiling etc on it.

i think you are looking for the durabond 4.5lb foam.
