Building a hypothetical Recording studio

Hey guys, I'm new here and I just wanted to ask a question for a project I have to do some research on and I need help ASAP. The main part of the project is to figure out how to improve my school with $150,000,000 to be used for construction purposes. One of the ideas I had to use some of the money for was to design a "Musical Experimentation Lab" where students could come to this 5 or 6 story building and be able to play different instruments depending on the floor they were on, and on one or two of the floors they could learn how to produce music in a recording studios. Now basically after the initial cost of building the actual structure i have about $138,500,000 left (lol thats a lot). I was wondering if anyone could give some advice on the cost and effort and places I could find information to building an entire recording studio (actually probably like 10 or 15 similar if not identical studios) that would have recording instruments, music editing hardware, and soundproofing equipment? Thanks in advance....

sorry i just read the rules, if u guys need, i live near chicago. and i havent quite figured out the room size, but i have no clue what a typical studio size is
