Dampening from frame to frame/flanking noise-vibrations

In my Studio build I have an outer and inner frame. The outer frame has my main breaker box AND my sub panel breaker box. All of my Studio electrical connections will come from my sub-panel box. The electrical cables MUST travel from that sub panel (in the outer frame) INTO and through the studs of my inner frame. My understanding is "NOTHING" should touch from the inner frame to the outer frame and if it does you loose isolation due to flanking noise-vibrations. I was thinking about using neoprene grommets to place in the studs and have the cables/conduit pass through those grommets. I thought maybe this would help with dampening flanking noise-vibrations from the electrical cables. Is this "overkill" trying to do this? Is it really necessary? Or does anyone have a better solution? Thanx!
Im my little experience a single conduit carrying the electrical wires for your inner leaf shouldnt be a major issue as long as you caulk it and stuff some insulation inside. Also, don't forget to use external outlets so you don't cut holes on your inner leaf as well ;)
