how to obtain license for 5.1 dts mixing studio in india

hi, we are constructing a new dts mixing studio in india,karnataka,bangalore. and we want to know is there any license to be obtained from consult company or person to construct the dts mixing studio, (one of the consult person in india saying that the ceiling height should be at 20 feet) if yes, what is the procedure to do so, and whom to contact for further details. plese help us. thanks in advance vishwa
