Planning to do a staggered stud ceiling in basement studio, where as many of you have suggested, the new 2X6's are staggered into the space between existing overhead floor joists. Also I'll be putting two layers of 5/8 drywall attached to the subfloor above. My question is, if I use R-19 insulation, the 2X6's will protrude into this and compress it somewhat. Is this okay, or would it reduce the effectiveness of the insulation or somehow create a flanking path---or should I be using R-13 because it's thinner (but also less effective, right?).

slightly compressed insulation will not create a flanking path, that being said, there's isn't much advantage to completely filling the cavity in between ceiling joists over a thinner insulation.

Johnz got it right. A slight compression will also give you the benefit of a damping effect on the floor above. As long as you don't really cram the insulation in there you'll be fine.
