I don't have much money, but I want to improve the acoustic of the place where I record vocals. I have a SE reflexion filter that I placed in the corner of a 15x16x13 room. Is it a good idea to put a bass trap in the corner behind the singer and the reflexion filter facing the room to get a better sound. Some suggestion?

Basstrapping is always good... but: What's your goal exactly? (any symptoms that ye don't like. say: flutter, out of balance tonal, standing waves.. etc)

I speak french most of the time so its a bit tricky for me to use the right words to explain my problems but overall, there is people playing music all over the building where my room is, and there is rumble in the mic when I record. I know there is no magic solution, but if I can improve just a bit my vocals recording (that is not so bad already), it'll be great.
An other thing, I have difficulties controling the reverb even with this SE Reflexion Filter things, even if it has helped a lot. When I started recording in 24 bits 88.2 khz, the sound was better, but this problem was bigger also.
Also, the microphone (M-Audio Nova) is very bright. The high frequencies are more present than should be, I think.
Last thing, I have a lot of problems controlling the Wheezing (im not sure if its the right word in english) but the SSSS and thoses sounds in the 4-8khz range. I know it can be settle in the mix, but I don't have much succes getting rid of that problem.
I think that you are really talking about sound insulation from the other rooms (rumble from other players) and that is something you don´t solve with basstraps or other acoustic treatment.
Acoustic treatment will not solve the problem with sound leaking into the room from the outside (or the other way around).
A nice broadband absorber behind the singer, however, will improve the sound in the room, and the sound of your recording.
