Are we nuts?

Hi there.
Allow me to welcome myself to this forum
I've attached a drawing of my new studio.
I know that the fundemental design probably isn't optimal, but the walls are pretty hard to move around, as it is a rented facility and they're made of concrete:)
Well, a couple of new-bee studiodesigner questions:
Q1: We're planning to build the ISO booth as shown on the drawing in order to a) reduce spill from the drum room to the CR + make a very dead room for voice overs.
My worries are, that the drum room will be to small then? 4,3 x 2,3 meters (aprx. 14 X 7 feet) and that building the booth will cause an acoustic nightmare in there (the walls and ceiling are concrete and the ceiling rises towards the ISO booth.)
Q2: Any brilliant ideas for creating some sort of "silencers" for our windows? They are about 1 X 1 meters (3,3 X 3,3 feet). They have to be removeable.
What do you guys think? I should mention that we, as always, are on tight budgets.
