i wanted to build my own bass traps in the corners of my live room, i was going to use 3 inch safe and sound in the corner , cover that with peg board aand then fabric, does this sound alright?

Very vague. Go onto Studiotips.com and do a search on superchunks and corner absorbers and read the various threads. Plans, AND ACOUSTIC TESTS on a couple of the designs are all there.

I think you'll find that few will advise you to use that method - from the calculations I've seen, NONE of the commercially available pegboard varieties have the right ratio of holes to solid area - I don't remember which way it went, whether the holes were too large or small - I think it was too large, so the Fo was higher than practical. Check out Andre's link though, they may have mentioned this there... Steve

how about if i used 1/8 inch plywood instead?

The problem with pegboard type panels is that the material is too thin to be effective low frequencies.
There is some hole shape correction involved to be completely accurate, but play with one of the correct slat absorber programs and the relevant information to see the effect.
