I am going to hang clouds in my live room. I was planning to hang them approx 3" from the ceiling. Should they be at an angle or parallel with the floor? This is just to minimize reflections from the drywall ceiling

My ceilings are 10 feet, the ceiling is painted drywall. I have carpet on the floor. The ceiling and floor are parallel. The room is at its widest point approx 21ft and 15ft at its most narrow and approx 33 ft long. The walls are treated with a combination covered 705 panels and reflective surface.

What are you intending to build the clouds out of.
More 705? 703,? and how thick?
With carpet on the floor you should make sure you don't pull too much top end out of the room.

the clouds will be 1" 705 covered with fabric.

Although the 10 foot ceilings are good, you may want to rethink the carpet as Jas mentioned - the 705 has a higher gas flow resistance than lighter density rigid fiberglas, so you might have better luck angling the clouds for better flutter control - also, using 705 instead of lower density boards may lessen the treble-eating effect of the carpet, but you won't know til you try... Yes I agree I should and will lose the carpet eventually. The carpet went in first to control the over the top liveliness of the room (concrete floors under the carpet). Now I am looking to tightening up the room and the carpet will soon follow, as soon as I can afford wood floors. I am also considering breaking up the room to add a small vox booth or two. Until I have a solid plan (and funds) the clouds etc. have all been to minimize unflattering flutter.

If you hang your clouds on hooks using something like plastic chain, you can experiment with angles as much as you like - 2 links on one end, 12 links on the other, for example. Something up to around 1 foot in 8 foot slope if necessary to completely kill the flutter - remember, not all flutter can be heard with the "clap test" - the ringing may be higher frequency than will be apparent after the initial impulse of a clap, and might only show up as an overtone, or in software acoustic impulse test waveforms.

It also depends on whether you have a backing on the cloud or not. If you back the cloud with plywood and hang it angled it will help to break up the floor ceiling parallel.
