What is the best cost-effective material for wall treatments?
I plan on using an insulation type material with a cloth covering. I haven't decided if I will go with an expensive gilford type cloth or not.

The best insulating material for wall treatment is a semi-rigid fibreglass. There are various companies that manufacture it which can be found at these links.

For the cloth cover just make sure it is not a tight weave. Burlap or equivalent is a good start.
BYW I've attached a picture that compares the auralex foam with other rigid fibreglass products. Compare the absorption coefficients of each product. The higher the number the greater the absorption.
