Can a 20A/125V Duplex be converted to L5-20R??

The L5-20 shouldn't be any different to wire than a regular outlet. The brass colored screw will be hot (black), the silver colored screw neutral (white), and the green screw (ground).

Just kill the breaker and take meter to the outlet before disconnecting the other outlet.

Or, as Armondo said, if the electrician is there to wire up some outlets, just let him do it.
